Reporting and Responsibilities

The Client Executive, Federal Healthcare is responsible for driving sales of IT staffing and consulting services to federal government healthcare agencies. This role involves daily outreach to prospects, clients to nurture relationships, and ensuring compliance with government acquisition and procurement processes. The selected individual will prospect, cultivate, and close sales opportunities within the federal healthcare agencies.

Key Responsibilities

  • Collaborate with SVP, Federal Sales & SVP, Capture to understand governmental client needs, various industry trends, competitor offerings, and overall business development functions as it relates to Federal healthcare sales 
  • Develop and execute a comprehensive sales strategy to penetrate selective federal agencies, primarily Health & Human Services, Veterans Health Administration and Defense Health Agency to achieve sales targets
  • Enhance existing Federal System Integrator relations
  • Engage with key stakeholders in government agencies to identify opportunities for IT staffing and consulting services
  • Stays informed about industry trends, government procurement regulations and the competitive landscape to effectively position HITL's solutions and value in the marketplace
  • Build and maintain strong relationships with government clients to facilitate deal acquisition and execution. Interface with all levels of governmental agencies as well as support organizations (i.e., AUSA) is critical 
  • Manage the entire sales cycle from lead generation to contract execution
  • Conduct presentations, service demonstrations, and negotiations with key decision-makers within government agencies to secure new business
  • Collaborate on drafting proposals that meet government specifications
  • Builds and maintains strong relationships with HITL’s existing federal clients to drive upsell and cross-sell opportunities along with having a current network in the government sector
  • Work with our Professional and Continuous Services Leadership to collaborate on opportunities to utilize HITL SMEs domain expertise to support proposals 

Required Qualifications 

  • Education: Accredited four (4) year degree or global equivalent in applicable field of study and five (5) years of work-related experience or a combination of education and directly related experience equal to ten (10) years if non-degreed
  • Experience: 5-10 years of sales and industry experience with demonstrated ability to sell, close and negotiate within HHS, VHA and DHA; Specific experience selling to the federal healthcare agency experience strongly preferred; In-depth understanding of governmental procurement processes, contracting vehicles (e.g., GSA Schedule), and compliance requirements. Prior military or government service experience is preferred, not required
  • Governmental Regulations: Familiarization with pertinent regulations dealing with government contracting programs as outlined in the Code of Federal Regulations (CFR), the USG's purchasing process as governed by the Federal Acquisition Regulation (FAR,) as well as pertinent state, local, and municipal regulatory statutes, and guidance
  • Proposals: Analyze the RFP instructions and manage the overall publishing, production, and delivery requirements of the proposal. Coordinate and distribute Requests for Proposals (RFPs), Requests for Information (RFIs), Requests for Quotations (RFQs), Amendments, Final Proposal Revisions (FPRs), and Evaluation Notices (ENs) to the proposal team, including teaming partner(s) and subcontractor(s), as appropriate to position organization in the competitive bid process
  • Technology: Strong computer/technology skills such as Microsoft Office, Google Business Suite, SharePoint, or similar is required; literacy with basic computer operations, file maintenance, desktop publishing, and standard office tools such as email, calendars and video meetings required; prior experience with CRM program such as Salesforce strongly preferred.
  • Communication: Strong written, verbal, interpersonal communication skills, with the ability to tailor communication style and content to the government agency audience including clients, contractors, and industry vendors
